The lady behind the desk is very mean. First, she completely ignores Dorothy when she knocks on the door. Second, when Dorothy kicks the door out of frustration, she writes down Dorothy's license plate number. Third, when Dorothy takes the literacy test, she is given an impossible question. Fourth, she makes Dorothy pay a fine to vote. Lastly, when Dorothy rips up the test and storms out of the room, she gets her husband Hector fired. This proves that the lady behind the desk is mean.
